Community Alternative Supervision Program

COMMUNITY ALTERNATIVE SUPERVISION PROGRAM (CASP)

Description

The Community Alternative Supervision Program (CASP) is a case management system emphasizing evidence-based practices within an adult continuum of sanctions.  Offenders are assessed and placed in the most effective treatment and programming options available based on their risk and needs.  If the offender does not meet local CASP criteria, the Court may authorize a signed override.  The Court authorizes the offender movement up and down the CASP levels based on pre-determined guidelines.  The CASP system, including case management of work release clients, has been in operation since 1999.  

  • Level 1 (Work Release) - The local work release program terminated in 2009. However, the Court has utilized out-of-county facilities on a limited and pre-approved basis. Targets high & moderate risk offenders per IRAS. The offender must provide own transportation to employment site and pay work release program fees.  Greene County Work Release & Morgan County Jail Work Release programs are available for pre-screen acceptance.
     
  • Level 2 (Therapeutic Home Detention with Electronic Monitoring) – Targets high & moderate risk offenders per IRAS in need of a residential treatment environment (180 days); and/or transitional services for the homeless (up to 90 days).  Faith-based placement could be considered if offender volunteers for it.   Placements are for non-violent offenders in lieu of incarceration; as a sanction for probation violation; or as a condition of bond.  Fee $16 per day. Treatment cost in a local facility is self-pay, health insurance, or through state voucher system.  Key is finding bed availability.
     
  • Level 3 (Enhanced Home Detention with Day Reporting) – Targets high & moderate risk violent felony offenders per IRAS in lieu of incarceration who are unemployed or working at various locations.  GPS is utilized for violent offenders and/or offenders with various locations for work or school.  Fee is $16 per day. 
     
  • Level 4 (Intermediate Home Detention) - Targets high & moderate risk per IRAS in lieu of incarceration; as a sanction for probation violation; or as a condition of bond. This level also targets substance abusers and/or unemployed job seekers. GPS is utilized for violent offenders or offenders with various locations for work or school.  Fee is $16 per day. 
     
  • Level 5 (Basic Home Detention) – Targets high & moderate risk offenders per IRAS in lieu of incarceration; as a sanction for probation violation; or as a condition of bond. GPS is utilized for violent offenders or offenders with various locations for work or school.  Fee is $16 per day for GPS electronic monitoring. 
  • Level 6 (Electronic Monitored Home Curfew) – Targets moderate risk offenders per IRAS and the offender is placed on as a condition of probation or bond.  This level can be a sanction for probation violation or as a condition of bond.  Presumptive curfew is between 9 pm and 6 am.  Fee is $6 per day.
     
  • Level 7 (Alcohol Detect Electronic Monitoring) – Targets moderate risk to low risk offenders per IRAS, as a sanction for a probation violation involving alcohol consumption; or as a condition of bond. Fee is $8 per day.
     
  • Level 8 (Drive-by Curfew with Day Reporting) – Targets moderate & low risk offenders per IRAS and placed as a sanction for probation violation; or as a condition of bond. Offenders are placed on curfew wearing an electronic monitoring anklet with random drive-by checks.  Presumptive curfew is between 9 pm and 6 am.  Participants report Monday through Friday between 7 am and 9 am.  Fee is $6 per day.

  • Level 9 (Drive-by Curfew) – Targets moderate & low risk offenders per IRAS and placed as a sanction for probation violation; or as a condition of bond.   • Level 10 (Day Reporting) – Targets moderate & low risk offenders per IRAS as a sanction for probation violation; or as a condition of bond. Participants report Monday through Friday between 7 am and 9 am. Fee is $3 per day.
     
  • Level 11 (Pre-Trial Case Management) – Targets moderate & low risk per IRAS screener. Fee is $1 per day. 
     
  • Level 12 (Kiosk Reporting) – Targets low risk offenders per IRAS as a condition of probation or bond.  Offenders are directed to check-in as directed at a Kiosk.  There will be standard questions for them to answer.   

The Board of Judges delegates the terms of placement in Community Corrections to the Community Corrections Director, and permits the director to change the terms of placement or reassign a person in CASP.  Participants may be placed on GPS, alcohol-detect electronic monitoring enhancements or other conditions with the director’s approval.  Participants will be responsible for paying applicable adjustments to user fees for added services.  BOJ STANDING ORDER 10/29/15 

CASP Program Eligibility

Local Participant Referrals - Offenders are screened for CASP eligibility by using the Monroe County CASP Levels 1-5 Eligibility Checklist.  The criteria are applicable for Direct Placement, Condition of Probation, and Executed Sentence cases considered for CASP.  The probation officer will determine if an offender is eligible not only by statute but also by local presumptive program criteria.  The Court will be advised of eligibility status.  If an offender is ineligible per local criteria, the Court may over-ride the local criteria and order the offender to be placed under CASP supervision.

Transferring In from Another Jurisdiction Request - Monroe County Community Corrections accepts eligible courtesy supervision transfer cases from other Indiana jurisdictions when offenders reside in Monroe County.  All requests for courtesy supervision must be made in advance to allow for eligibility screening using the Monroe County CASP Levels 1-5 Eligibility Checklist.  Monroe County Community Corrections staff will advise referring agency/county of either acceptance or denial of the transfer request.  Judges from another jurisdiction may not override Monroe County’s local criteria. 

Transferring Out to Another Jurisdiction Request - Referrals to another county must be pre-screened by Monroe County Community Corrections staff to ensure that the proposed outside jurisdiction will accept the transfer.   

Electronic Monitoring

Monroe County utilizes 

  • Global Positioning System (GPS) for electronic monitoring- uses an anklet worn by the offender which communicates with a base unit attached to the home telephone and also through a GPS device carried by the offender.  Offender travel locations are mapped and made available for officer review.
