Residential Stormwater Permitting Requirements
Effective July 1, 2024
All new primary single-family residential dwellings that require a certified plot plan are required to obtain a stormwater grading permit prior to any land-disturbing activities, including installation of a septic system.
Performance standards and pollution prevention requirements to prevent and limit sediment loss from sites is specified in the permit. These standards were previously under the Planning Ordinance, CH 816, but are now found in the Stormwater Management Ordinance (SMO) CH 761.
At time of submission, provide an accurate site plan that clearly shows the proposed location of the home, garage or other structures, entrances, drainage easements, and any special features on the site such as sinkholes or wetlands.
A residential stormwater pollution prevention plan (SWPPP) is also required. This may be depicted on the certified plot plan, and will include downslope perimeter controls, driveway location, concrete washout location, and sinkhole or wetland protection measures.
All projects disturbing one acre or more must also obtain a Construction Stormwater General Permit (CSGP) from the Indiana Department of Environmental Management. The review process for CSGP coverage will happen simultaneously with the review for the County Stormwater Permit. Timely and accurate submissions will allow the permit reviewer(s) to make a quick review and recommendation of pollution prevention measures.
