Report Stormwater Pollution

What is an Illicit Discharge?

Illicit Discharge is when any substance other than rain water and melting snow enters the stormwater drainage system.  Monroe County Ordinance 2012-7 (Chapter 767) prohibits the placing of anything but stormwater into the System.  Examples of an illicit discharge include: hazardous waste such as motor oil or paint entering a storm drain, placement of yard waste in a drainage ditch, eroded soil leaving a construction site, or a failing septic system. 

What can you do if you suspect an illicit discharge?

If you witness or suspect that an illicit discharge is occurring in your area, please fill out this form (anonymity allowed) and the department will follow up on your concern.  You can also contact Stormwater staff directly at (812) 349-2565.
