The Monroe County Health Department permits and inspects all solid waste disposal facilities, transfer sites, materials recovery facilities, and solid waste transporters within or traveling from, into, or through Monroe County.

Rural Recycling Centers

Monroe County residents who use the Waste Reduction District of Monroe County's Recycling Centers are required to dispose of their non-recyclable trash in Big Orange Bags (BOB) or Little Orange Bags (LOB). For more information, visit the website at https://wastereductiondistrict.com/waste

Solid Waste Transport Vehicles

Chapter 360 of the Monroe County Code requires all individuals, companies, and corporations engaged in the removal and/or disposal of solid waste from establishments or residences other than their own to obtain an annual vehicle permit from the Monroe County Health Department.

All permitted vehicles must be designed to properly contain solid waste material without release or spillage during transport. Permitted vehicles may require inspection by Health Department staff prior to or during operation.

Vehicle Permitting

Each vehicle transporting solid waste at any point must have the current year's permit and decal. The fee is $50 for each vehicle.

Applications and fees must be received by the Health Department no later than March 1st. 

All previously un-permitted vehicles may require an inspection before the permit and decal will be issued.

Guidelines for Solid Waste Transport Vehicles

All vehicles shall be identified with the name of the person or company to whom the permit is issued.

Each vehicle in the fleet shall be permitted. The permit is not transferable between entities or between vehicles.

The decal shall be displayed on the left side of the vehicle, close to the door, and a copy of the permit shall be carried in the cab.

All permits expire on December 31st of the year of issue. The deadline for renewal is March 1st.

All refuse shall be contained in transit in leak-proof beds adequately covered so that roadways are not littered in route to the destination. Adequate covering shall extend over the sides of the vehicle or a fully enclosed container shall be employed.

All solid waste shall be disposed of at a permitted solid waste facility. Alternative sites require prior written approval.

All loads of refuse shall be disposed of within a reasonable period of time after collection so as not to promote, maintain, or generate conditions for a public health nuisance. Twenty-four (24) hours shall be considered a reasonable amount of time.

All violations of Monroe County Code Chapter 360 may be just cause for suspension of the permit.
